PROVISIONS ARE REQUIRED TO BE EXPENDED BY THE GOVERNEMENT FOR PROMOTING

SPORTS AND GAMES IN ANDHRA PRADESH

The Govt. of A.P. with a view to use the sports for social Reconstruction and also to use the sports as tools for transforming the frustrated, disorganized, disgruntled youth in to self confident, capable work force which can bring social change and economic well being both to the state and Nation. To support the noble cause and to supplement the Govt., budget the G.O.s, Were issued by the Govt., of Andhra Pradesh in the references cited specifying the contributions to the DSAs in the state by the local bodies per annum an to augment the income from various sources to strengthen DSA s administration and maintenance under the following issues: -

A. Local body contributions by the Panchayat raj Institutions to the DSAs in the state

B. Contribution by the Municipalities and Municipal Corporations by imposing 3% additional sports cess on all property taxes proceeds of which shall be cedited to the DSAs.

C. To augment the income by leasing out the properties vested with the DSAs and also to accept the donations and bouquets.

Accordingly the contributions specified for the local bodies per annum are as follows:

1. Zilla Parishad. Rs. 25, 000=00

2. MPPs Rs. 1, 000=00

3. Notified Gram Panchayats Rs. 500=00

4. Non-notified Gram Panchayats Rs 250=00

To broad base the sports and unearth latent sports talents from grass root level and providing special opportunities to the socially deprived the Govt., has provided an access in the references cited for allocation of funds by all the local bodies in the state to the concerned District Sports Authorities in the state. It is in practice in the state for the past decades without revision and enhancements in contributions to be made as on to day though the prices are increased commendably. As such it is submitted for favor of kind notice for enhancement contributions by the local bodies as follows in view of increased cost of living in the state and to meet the requirements to the sports activities: -

1. Zilla Parishads @ Rs.5, 00,000=00 per annum

2. Mandal Parishads @ Rs. 10,000=00 per annum

3. Notified Gram panchayats @ Rs. 1,000=00 per annum

4. Non-Notified Gram panchayats @ Rs. 500=00 per annum

The Govt., of Andhra Pradesh has issued the G.O., with a view to supplement the Govt., budget has provided an access for allocation of funds by all the Municipalities and Corporations by imposing 3% additional sports cess on all property taxes and proceeds of which shall be credited to the concerned District Sports Authorities in the state.

It is unfortunate that the provisions made by the Government are not being implemented as the authorities of Corporations and Municipalities needs specific instructions from the Municipal Administration and Urban Development department Govt., of A.P., for taking resolutions in their council meetings and for contribution to the Sports Authorities in the state in lump sum per annum instead of 3% sports cess of the property taxes.

As such G.O. is need to be issued by the Municipal Administration and Urban Development department permitting the Municipalities and Municipal corporations in the state to contribute funds compulsorily to the District Sports Authorities in the state either as specified in the G.O. cited or as submitted for consideration below for contribution for promoting sports and games in the state:-

1.Corporations @ Rs. 5-00 lakhs per annum

2.Municipalities @ Rs.1-00 lakh per annum

The Govt. has provided an access to augment the income through leasing out the properties vested with DSAs and to accept the donations and Bouquets. In the state many of the Stadiums are centrally located places, which could be developed without disturbing the sports fields as the commercial complexes and leased out as per the Govt. norms and guidelines to generate the revenue to supplement the Govt. budget.

The state has strong and vibrant people to emerge as sports power, as it needs to apply synergy and to be corrected with meticulous planning alongside scientific approach. There are several factors go in favor of the state to become potential sports power, for one it is home to different types climate areas which are congenial for the development different types of sports and games. As such the rural sports persons shall be assisted financially to participate in sports and for that the DSAs in the state are to be strengthened financially to promote sports and games from grass root level as there is no sufficient provision of annual grants income sources for sponsoring the district teams to participate in the state level competitions and also for the maintenance of the stadiums.

The contents are to be recommended to the Government for the issue of revised orders favorably:

A. For revision of the G.O. that was issued in the reference 1st cited for the enhancement of the

contributions to be made by the Panchayat raj Institutions to the DSAs in the state to the extent as suggested above or more as desired by the authority.

B. Instead of 3% sports cess out of the property taxes, Contribution of amounts at the

rates submitted at para ___ by the Municipalities and Municipal Corporations.

C. Issue of directions to the DSAs in the state for developing the commercial complexes

wherever the stadiums are suitable for such provision to generate the income.

If the revision of G.O.s is extended and enhancement and regulation of contributions by the Panchayat raj Institutions, Municipalities and Municipal Corporations are made available and commercial complexes are developed for generating the revenue to the DSAs it strengthens the DSAs administration to become self sufficient as it helps to promote the sports and games from grass root level. There will be a great appreciation from the sportsmen fraternity to the sports authorities in the state.
